Adam Layton
Associate Principal
Adam is an Associate Principal with Goldberg Group, bringing 15 years of planning experience to the firm. With his previous experience at several Land Developers, and as a Partner and Principal at another boutique GTA Consulting Firm, he brings a strategic approach to land development projects and has experience in every aspect of land development from due diligence to final approval. Adam manages a wide variety of land use planning and development applications throughout the Greater Toronto Area and Southern Ontario, ranging from replacement dwellings to complex high-rise mixed-use and ICI developments. Over his career, he has developed a strong working relationship with municipal staff and members of Council in municipalities across the GTA, an integral part of successful discussions through the application process.
Adam has provided expert planning evidence before the Ontario Land Tribunal (OLT) and Toronto Local Appeal Body (TLAB), as well as delegated on behalf of Clientele to Council, the Committee of Adjustment, and Public/Community Consultation Meetings.
Adam is intimately involved in the Planning Act process and is responsible for the preparation of planning reports and associated studies supporting applications for Official Plan Amendment, Zoning By-law Amendment, Site Plan Control Approval, Rental Housing Demolition and Replacement, Draft Plan of Subdivision/Condominium, and Minor Variance and Consent approvals.

Jyutika Bhise
Junior Planner
Jyutika joined Goldberg Group in June 2024 with over 5 years of international and Canadian experience in Architecture, and Sustainability, Environmental, and Telecommunication Planning. She has gained experience with managing multidisciplinary teams on diverse projects. She has experience in working with municipalities in the Greater Toronto Area as well as rural Ontario.
Jyutika works on various Goldberg Group projects across the GTA and southern Ontario including project management and the preparation of submission materials for feasibility studies and planning applications such as Official Plan Amendments, Zoning By-law Amendments, Site Plan Applications and Minor Variance approvals. She holds a Bachelor’s Degree in Architecture from the University of Mumbai, India and a Master’s Degree in Urban Planning from the University of Cincinnati, Ohio. Jyutika is a candidate member working towards a full membership with the Ontario Professional Planners Institute (OPPI) and the Canadian Institute of Planners (CIP).

Rebeca Moya
Planning Technician
Rebeca joined Goldberg group in 2024 as a planning technician. She has previous experience in the fine arts industry through her position as a professional art teacher.
Rebeca produces the graphic materials included in the various planning reports to support applications before the Ontario Land Tribunal (OLT) and Toronto Local Appeal Body (TLAB) hearings. She is also responsible for data collection and the preparation of various reports required in support of planning applications. Rebeca holds a bachelor’s from the University of Toronto with a major in Urban Studies.

Robert Wilson
Planner
Robert joined Goldberg Group after working as a Climate Change Adaptation Planner consulting with Canadian municipalities on climate risk, adaptation planning, and resilience. He gained experience working with municipalities across Canada in assessing climate-related vulnerability and risk, policy and plan development, action identification and implementation, stakeholder engagement and public consultation, and capacity building with local governments and actors. This experience required multi-departmental coordination, inter-disciplinary knowledge building, and the development and facilitation of corporate and community workshops.
Robert works on various Goldberg Group projects across the GTA, including project management and the preparation of submission materials for planning applications, such as Official Plan Amendments, Zoning By-law Amendments, Site Plan, Rental Housing Demolition and Replacement and Minor Variance approvals. Robert holds a Bachelor of Arts in Political Science from the University of Calgary, and Bachelor of Urban and Regional Planning from Toronto Metropolitan University (formerly Ryerson University) and is working towards full membership in the Ontario Professional Planners Institute (OPPI) and the Canadian Institute of Planners (CIP).
Herman Wessels
Senior Planner
Herman joined Goldberg Group in 2023 after working at the Region of Peel. He has a unique planning background with a combination of public and private sector experience in Canada, the United Kingdom, and South Africa.
Herman works on Goldberg Group projects across the GTA, including project management and the preparation of submission materials for planning applications, such as Official Plan Amendments, Zoning By-law Amendments, Site Plan, Rental Housing Demolition and Replacement and Minor Variance approvals. Herman holds a Bachelor of Urban and Regional Planning from the University of Pretoria in South Africa and is currently working towards membership in the Ontario Professional Planners Institute (OPPI) and the Canadian Institute of Planners (CIP).
Clay Janzen
Senior Planner
Clay joined Goldberg Group in 2022 after working in a planning role in the telecommunication industry. She gained experience with negotiating leases, facilitating public consultation, and obtaining the necessary approvals in Toronto and throughout rural Ontario. This experience required cooperation with various levels of government, their agencies, and the public.
Clay works on various Goldberg Group projects across the GTA, including project management and the preparation of submission materials for planning applications, such as Official Plan Amendments, Zoning By-law Amendments, Site Plan, Rental Housing Demolition and Replacement and Minor Variance approvals. Talia Ocean
Senior Planner
Talia joined Goldberg Group after previously working in the development industry as a Development Coordinator as well as with another Land Use Planning Firm on several projects across Toronto. This experience required the interaction with interdisciplinary teams in implementing development, Land Use Planning, and Heritage Planning projects.
Talia works on many Goldberg Group projects across the Greater Toronto Area, including involvement in project management and the preparation of planning reports and associated studies in support of various development applications. Talia holds a Bachelor of Urban and Regional Planning from Toronto Metropolitan University (formerly Ryerson University) and is an Ontario Registered Professional Planner (OPPI) and a full member of the Canadian Institute of Planners (MCIP).

Morgan Dundas
Planner
Morgan joined Goldberg Group in May 2019 after graduating with a Bachelor in Urban and Regional Planning from Toronto Metropolitan University (formerly Ryerson University). Morgan works on many Goldberg Group projects across the Greater Toronto Area, including involvement in project management and the preparation of planning reports and associated studies in support of various development applications. Morgan is also responsible for assisting with the preparation of evidence and materials for applications before the Ontario Land Tribunal (OLT) and Toronto Local Appeal Body (TLAB).

Joy Adeyemi
Junior Planner
Joy joined Goldberg Group in 2024 after working in project management and public planning roles. She gained experience facilitating public consultation, developing infrastructure plans, and researching employment and land use trends.
Joy works on various Goldberg Group projects across the GTA, including project management and preparing planning reports supporting development applications, including Official Plan Amendments, Zoning By-law Amendments, Site Plan Approvals and Minor Variance approvals. Joy holds a Bachelor of Environmental Studies in Honors Planning with an urban design specialization from the University of Waterloo.

Valentina Chu
Senior Planner
Valentina joined Goldberg Group in July 2021. She is a Registered Professional Planner with over 7 years of experience in planning, land development and urban design. Her current role as an Intermediate Planner involves managing and coordinating development application projects of varying scales and complexities across the Greater Toronto Area. Her work involves the preparation of submission materials for planning applications and, when necessary, materials for Ontario Land Tribunal (OLT) hearings.
Valentina’s previous work experience at a consulting firm exposed her to various private and public sector projects across Ontario. This included involvement in the preparation of municipal policy documents and guidelines, various development approval projects, and the preparation of both visual and written supporting materials in support of her projects.

Michelle Tiger

Michelle joined Goldberg Group in April 2021 as an Intermediate Planner, having previously worked at a Toronto based planning consulting firm.
Michelle manages a variety of land use planning and development applications throughout the Greater Toronto Area. Currently, Michelle regularly prepares planning reports and associated studies supporting Official Plan Amendments, Zoning By-law Amendments, Site Plan, Rental Housing Demolition and Replacement and Minor Variance approvals. She is also responsible for assisting with the preparation of evidence and materials for applications before the Ontario Land Tribunal (OLT) and Toronto Local Appeal Body (TLAB). Michelle is a Registered Professional Planner and full member of the Canadian Institute of Planners.

Todd Trudelle
Associate
Todd is an Associate with Goldberg Group since the company’s inception in 2006 and brings 30 years of planning experience to the firm. Todd manages a number of land use planning and development applications throughout the Greater Toronto Area from townhouse infill development to complex high-rise mixed-use developments and commercial and institutional developments. Through the years, he has developed a strong working relationship with municipal staff, an integral part of successful discussions through the application process.
Todd has provided expert planning evidence before the Ontario Land Tribunal (OLT) and prepares witness statements, affidavits and hearing materials. He has appeared before Council, Committee of Adjustment and conducted Public/Community Consultation Meetings for a variety of applications.
Todd is also responsible for the preparation of planning reports and associated studies supporting Official Plan Amendments, Zoning By-law Amendments, Site Plan, Rental Housing Demolition and Replacement, Condominium and Minor Variance approvals.

Michael S. Goldberg
founding principal
Michael has been continuously practicing since 1983 and is the founding principal of the Goldberg Group, established in 2006.
Michael has experience with a broad spectrum of projects types and scales across Toronto, the Greater Toronto Area, and the Province of Ontario. This includes a range of expropriations, lease arbitrations, municipal amendments (Official Plan, Zoning By-Law), and Subdivisions. Michael provides expert planning testimony to the Ontario Land Tribunal (OLT), the Toronto Local Appeal Body (TLAB), and the Ontario Courts.
Michael is an Ontario Registered Professional Planner (OPPI) and a full member of the Canadian Institute of Planners (MCIP).
